[IMPLEMENTED] Distribute the CLI as a dotnet tool

Would be a nice devex to install it by just running:

dotnet tool install SquidexCLI

and the using it with: dotnet sq --help.

oh sweet! It was already there :slight_smile:

I installed it manually according to https://docs.squidex.io/id-02-documentation/developer-guides/automation-tools so I assumed that was the only way.
