Fallback language

I have a question: Is it still possible to check if a field is filled in the actual language?

Current behavior

In schemes we defined localizable string fields which are optional. Based on if this item is filled items get displayed on the site. If this field is not filled in for de/en this field gets the value of the default language (ne).

Expected behavior

In schemes we defined localizable string fields which are optional. Based on if this item is filled items get displayed on the site. So some items can be visible for nl but not for en or de.
